Does it go under or on top of my sleeping bag?

Either works. The non-slip base adds extra insulation against cold from the ground.

Can I wash it?

I plugged the control lead into an extended cable and to the main power rather than a battery, unless I am car camping than I use an bigger power station. I would recommend for added worth. Good company dispatch my order quickly and it's now on my bed as it's very cold at night. Sunday night 9° degrees. Thank you.
